This study aimed to examine the relationship between the understanding levels of the pamphlet and the work environment, towards a “culture of collaboration” by understanding the staff ’s involvement in and perception of collaboration. This was also followed by a web-based survey. The results indicated a high level of understanding of the brochure among the participants. Positive associations were found between workplaces where supervisors are more likely to provide support and a higher level of understanding of systems for accepting foreigners, as well as between workplaces where coworkers are supportive and a better understanding of adaptation and support for foreigners and their problems. In terms of opinions on collaboration, the categories of “foreigners’ understanding of Japanese people and culture” and working with foreigners’ “language barriers and growth” were found to be essential for the workplace.
